Two workmen fit axle boxes  onto the ends of a coach axle. The trolleys either side can be wound up to lift each heavy axle box up onto the bearing . The workmen are carefully posed with one fitting the box to the bearing, the other just starting the lift. Flat caps appear to be traditional wear.
